How do you discourage your child from drinking once they are old enough to go to bars?

My step-daughter just turned 19 (which makes her legally old enough to drink in Ontario). She still lives at home and works part-time. She is determined to take advantage of her new legal status and drink. I can’t stop her from going to the bar, she is old enough now, but how do I discourage her from going? Her father has an alcohol problem and she has always been bitter about his alcoholism and it’s effects on his kids’ lives. I can’t ground her (she is my step child and I’m not allowed to be the bad guy – wife’s rules). I can’t kick her out. I can’t stop her from going. But how can I convince her to stop going? Last night she didn’t come home until 3:00 am (only after me calling her cell phone none-stop for over half-an hour plus a couple of text messages).
