Drugging Mother in law and her drugging daughter moving up the street?

I am panicking a bit. My hubby has a mom and a sister that lived 3 hours away so we hardly ever saw them the last two years. But his sisters son moved up the street from us and now they are moving down here. It wouldn’t be that big of a deal, but they do drugs, don’t work (disabality for bipolar and back problems) steal and bring everyone down that they are around. My hubby has said under no circumstances are they going to stay with us, but I’m worried that they will always be at our house on their free time. My husband is in counseling right now from trauma that happened to him while he was growing up with them. How do we keep them from coming around when they are so close? How do I keep my mouth shut, I would love to go off on his mom just for an ounce of the crap she put her kids through? I’m already going home tonight and putting everything of value away. Also how do we keep our kids away from their crap? HELP please!
