Resources or groups to help a mother get justice for her daughter raped by father that hasn’t been arrested?

My friend has 2 kids, a boy and a girl. Her daughter at 3 years old came forward an told her what her dad did to her and that he would slit her throat if she ever told. She told the same story several times. Her son who was 5 at the time said he would get hit for trying to stop him. The son is now almost 7 and has been in out of holly hill for threatening suicide. He has run into the road, tied belts around his neck and keeps saying how stupid he is and that he has an evil father. The father was arrested but for only about a month and was put on probation. He was told if he violated his probation he would be arrested and sentenced to 30 years. He got caught drinking and driving and only got a slap on the wrist. They are scared for their lives and this asshole needs to put away for what he did. Is there any kind of groups or resources she can seek to help put him behind bars? Any help would be greatly appreciated.

My wife is the daughter of an alcoholic and her mom was the wife. Her mom is really bad is there any support group for them. They live in Brownsville texas 78520
