can my dad put a lein on the land?

My divorced parents who are friends decided to get land and home to share. At the time my dad was not doing well in his alcoholism, so my mom relocated from California to come take care of him and live closer to me their only daughter and grandon who is 7. She put 4,000 down on the land. My dad has his father co sign a loan to get a modest double wide put on her land that is in her name. They tried living together and he is difficult to live with. He has to continue to pay for this home he has on her land and she has to pay the land. But they cant live together. so now he is at the home and she is staying with me, he said she needs to pay the land and she says not while he is iving there. so what I am wondering is can he put a lein in the land if she doesnt pay? she could say you have 30 days to move your manufactured home from my land, but she doesnt want to get ugly. She would like to sale herplace in Cali and come back in a year or so and pay him back what he has put into it and it be hers. we just want to find a win win situation for all of us. any suggestions would help. This has been stressful and we cant think straight on what to do.
so if my mom owns land and my dad owns the man home how can we split it? They cant live together? should she continue to pay for land while he lives on it?
they both dont have any money left or credit. if my dad goes to a nursing home they will takethe land so we dont want it in his name. if my mom saysmove the man home that will cost him 5,000 to move it that he doesnthave either way he is still paying the 28,000 loan and she the 36,000 land..
