How can my fiance adopt my daughtr in missouri??

My daughter is 16 months old. her biological father and i dated for awhile and i ended up pregnant. he did sign the birth certificate. we broke up when i was 4 months pregnant. i spoke to him only a couple times, then he went to jail for 120 days for violations of probation and having 3 DWI’s. He has saw her 2 times, once when she was about a week old and again at about 3 weeks. I have received no money from him. a CS order was placed 3 months ago, because she has medicaid and they had to go after him for it. he has not payed any of it, and switched jobs twice already because of the income withholding papers. i do not know where he is living or working. he has had no contact . i met my fiance when she was 3 months old, we are now engaged and wil be getting married in september. thats her daddy! he has always wanted to adopt her, how do we go about him adopting her?? how long do we have to be married? does he have to voluntarily sign over rights? any help would be greatly appreciated!

Should a minor child be allowed to marry in Missouri with only one parents signature?

Regardless of the custody arrangement, should the laws in Missouri be changed to require BOTH parents signature before a minor child is allowed to receive a marriage license? (presently the law only requires “a custodial parent or legal guardian” to sign). Also, should the laws require the issuing office (for marriage licenses) to use the 3 day waiting period to search for any active court cases and deny any licenses if an active case is found? (presently not done).

Actual Case: Noncustodial father with joint legal custody filed for custody modification of 16yr old daughter due to Meth being found in the home. The mother’s boyfriend is a dealer. The daughter did not want to live with him, but he felt her safety was more important. 3 days after the mother received the papers she signed a marriage license application for the daughter and received the licence after the 3 day waiting period. The daugher was married 5 days after the license was received. (16 days after filing).
Due to the way the laws are written, the clerk cannot annul the marriage. We are awaiting a Judges decision, but he is questioning if he has legal standing. The Judge ended our court hearing with, “I came to court with an idea of how I would rule, but after hearing all the evidence I will take this under advisement”
The father want to prevent this from happening to another father or child again!!!!!

What do I have to do to get my daughter’s probation transferred from Missouri to Minnesota?

Daughter got her 3rd DWI in 10 years she is in jail for 60 days and when she get out she is suppose to do DWI court (it is some kind of counselling) and a thing called satop she needs to move shortly after she gets out of jail what can we do to get her transferred?
