My noisy neighbor is selling drugs! What do I do?

My neighbor lives behind me, but has to use my “easement”. She sells and uses drugs, namely any kind of pills from Xanax to Oxycontin. She pulls through the yard all hours of the night, or extremely early morning, with the car stereo blasting right pass my 3 year old daughter’s window. It’s like 6 feet away!! She wakes us all up. She has alot of traffic in and out all hours. The police haven’t seen it so they won’t do anything about it. I have no clue where to turn next. I have tried to be nice and talk to her, but she just tells me that it is her easement and that she can do anything that she wants.
I HAVE called the police. We live in kind of a rural area. They say they will send someone to drive by and if they hear it or see something suspiscious, they will do something. I have never seen a police car go by after I have called. I have called atleast 6 times in 4 years.
“WAFFELS”: Whiny ***? REALLY? Apparently you don’t have kids! Or if you do then obviously it is fine with you for your kids to see this kind of stuff! Talking to this retarded drug addict DOES NOT WORK!!! Why do you have to be such a rude ***? I am not “whiny” just because I do not want my kids to have to deal with this kind of stuff all night long. I don’t give a s**t what they do on the weekends, but when we have to get up early for work Monday through Friday, like normal people, then it is a problem!
