Does anyone know of a program/funds that can help a grandparent raising grandkids?

My daughter and her boyfriend are heroin addicts. They are currently in jail. I had to get an attorney to fight for custody to keep my grandchild out of the foster care system. I tried to get help from the welfare department but they said I make to much money. (the parents did nothing but shoot up heroin and sit on their butts and got $1000.00 a month in support). The best the welfare could do is $250.00 a month but her daycare costs $500.00 a month. That doesn’t include diapers, food, clothes etc. Needless to say I am really stretched out money wise and I still have to fight the parents for custody once they leave jail. (they just want her because they get the welfare for her). So my attorney fees will just keep going up. Does anyone know of some sort of funds or programs I could contact to get help with her care? I live in Ohio so any programs you might know of please let me know. It might be a struggle but my grand baby is more then worth it. Thanks.
